One Call Complaints & Enforcement

Excavating: To report an alleged One Call law violation by an excavator, please contact the Iowa Attorney General’s Environmental Law Division and provide the address of where the alleged violation occurred, name and address of excavator, date and time of the excavation, a description of the damage, and any other relevant information.

Inaccurate Locating: To report an alleged One Call violation by an owner/operator for inaccurately locating an underground facility, please contact the Iowa Attorney General's Environmental Law Division and provide the address of where the alleged violation occurred, name and address of excavator, name and address of the utility owner/operator (if known), date and time of the planned excavation, One Call ticket number, a description of any damage, and any other relevant information.

Late/Non-Response To Locate Request: To report an alleged One Call violation by an owner/operator for a late/non-response to a locate request, please email the Iowa Utilities Board (IUB) with a subject line of “Late/Non-Response Locate Complaint” at customer@iub.iowa.gov. Please also include the list of One Call ticket number(s), name of the company filing the complaint, contact information for the submitting party, and copies of any communications with operators or locators.

Through collaboration with the Attorney General’s Office, the IUB will evaluate the complaint and conduct an investigation, and then provide the investigative file to the Attorney General’s Office. Our office will then determine whether an enforcement action is appropriate.
