Eligibility Requirements for Funded Programs
Victim Services Support (VSS) Program
Organizations funded with federal and state grants from the CVAD VSS program can learn about each funding stream by going to the funding source's website or by navigating to the CVAD grant manual.
Victims of Crime Act Assistance (VOCA) funds are awarded to Iowa by the U.S. Department of Justice, Office of Justice Programs, Office for Victims of Crime. The funds come from the federal VOCA Fund that consists entirely of fines and penalties paid by convicted federal criminals. The funds are collected by U.S. Attorney Offices. STOP Violence Against Women Act (STOP VAWA ) funds are awarded to Iowa by the U.S. Department of Justice, Office of Justice Programs, Office on Violence Against Women. Congress appropriates the funds annually. Learn more about STOP VAWA funds in the CVAD Grant Manual. STOP certified assurances.
Applications for OVW STOP funding through CVAD that are not from a victim service agency must include a partnership or consultation agreement with the local or statewide victim service program (dependent upon the applicant’s service area). Each partnership agreement must specify how the applicant will meaningfully work and consult with victim service providers in the development and implementation of their grant application plans.
Family Violence Prevention and Services Act (FV) funds are awarded to Iowa by the U.S. Department of Health and Human Services, The Administration for Children and Families, Office of Community Services. Sexual Abuse Services Program (SASP) funds are awarded to Iowa by the U.S. Department of Justice, Office of Justice Programs, Office on Violence Against Women. Congress appropriates the funds annually. Learn more about SASP funds in the CVAD Grant Manual. SASP certified assurances
Iowa Domestic Abuse (DA) funds and Iowa Sexual Abuse (SA) funds are appropriated annually by the Iowa Legislature. Learn more about state funds in the CVAD Grant Manual. CVAD certified assurances.
Equal Employment Opportunity Plans - CVAD grantees must submit EEOP certification forms to the Office for Civil Rights. Grantees might also be required to create and submit a utilization report.
