Sexual Assault Exam (SAE) Payment Program

The State of Iowa pays for the sexual assault examination regardless of whether the victim reports the crime to law enforcement.  The purpose of this policy is to ensure that prosecutors and law enforcement officers will have evidence efficiently and effectively collected if the victim later reports that crime.

Neither a victim, nor the victim's insurance company, should be billed.  Hospitals, physicians, and other medical providers who collect and process evidence of sexual abuse submit bills directly to the Sexual Abuse Examination Payment Program.  If a victim is erroneously billed and pays for the cost of the evidence collection, the program will reimburse that victim.

Sexual Assault Programs

Sexual assault victim services cover all of Iowa's 99 counties. Iowa Code chapter 915 guarantees victims the right to a free, confidential advocate, and you are entitled to have an advocate present during your sexual assault examination. Track Kit Program

If you have a sexual assault forensic medical exam performed, you should expect to receive information about Iowa's Track Kit Program. You will receive a survivor card with login information, where you will be able to log in to access tracking details of your kit.  Once you have set up an account through the Track Kit system, you may choose to set up notifications to stay current on the status of your kit.

  • Iowa Coalition Against Domestic Violence (ICADV) 
    • ICADV was recently named by the U.S. Centers for Disease Control and Prevention as Iowa's nationally-recognized sexual assault victim service coalition after the Iowa Coalition Against Sexual Assault permanently closed on January 31, 2026. ICADV over 20 member victim crisis centers and shelters serving survivors of domestic violence and sexual assault throughout Iowa.  Staff work on several initiatives including: technical assistance and training to member centers; civil legal assistance for survivors of sexual assault; improving responses to sexual assault; and more. 
  • Iowa Victim Information & Notification Everyday (VINE) (https://vinelink.vineapps.com/state/IA/ENGLISH)
    • IowaVINE is a free and anonymous telephone service that provides victims of crime two important features: information and notification.
    • Across the state, crime victims and other concerned parties use IowaVINE for access to timely and reliable information about the custody status of an offender.  Victims can receive automated notification by telephone, the Internet, or email 24 hours a day, 7 days a week, 365 days a year.  By telephone, victims can always contact a live operator who is trained in victim services.
  • Safe At Home - Iowa Secretary of State (https://safeathome.iowa.gov/)
    • Safe at Home is an address confidentiality program that provides participants with a substitute address.  The program is for survivors of domestic violence, sexual assault, trafficking, stalking, or violent crimes. 
  • Iowa Victim Call Center (http://survivorshelpline.org/),
    •  Highly-trained advocates are available 24/7 to talk confidentially with anyone experiencing a violent crime in Iowa.  This could include sexual assault, domestic violence, human trafficking, homicide and many others.  This resource can also assist if you are seeking resources or information or questioning unhealthy aspects of a relationship.
  • National Organizations:
    • Rape, Abuse & Incest National Network (RAINN) (https://www.rainn.org/)
      •  RAINN is the nation's largest anti-sexual violence organization. RAINN created and operates the National Sexual Assault Hotline (800.656.HOPE, online.rainn.org y rainn.org/es) in partnership with more than 1,000 local sexual assault service providers across the country and operates the DoD Safe Helpline for the Department of Defense. RAINN also carries out programs to prevent sexual violence, help survivors, and ensure that perpetrators are brought to justice.
