Creditors and assignees involved in Iowa consumer credit transactions may be required to file notification with the Iowa Consumer Credit Code Administrator and pay required fees. The Attorney General serves as the ICCC Administrator.

Late fees are now in effect for 2026 ICCC registrations
Creditors and assignees who fail to file notification and pay the appropriate fees may be subject to a $75 late fee, as well as possible civil action to recover interest, costs, and penalties.
Annual Fee
All required creditors and assignees must pay a $50 annual notification fee.
Annual Deadline
Notification is due by January 31 of every subsequent year.
Initial Filing
Required filers must file within 30 days of commencing activity in Iowa.
Volume Fees
Creditors and assignees who own the paper may also owe a volume fee.
Who needs to file notification?
The ICCC’s notification and fee requirements apply to all consumer credit transactions with Iowa residents. These requirements may apply even when a business assigns its retail installment contracts to a third-party lender or finance source.
Companies entering into consumer credit transactions
- Consumer loans
- Retail installment sales contracts
- Leases
- Rent-to-own transactions
- Retail stores that run their own credit card programs
Assignees purchasing or taking assignment
- Consumer loans
- Consumer credit sales contracts
- Consumer leases
If an assignee does not pay its portion of the fees, the original creditors remain responsible for them.
New and used car dealerships
- Dealers engaged in consumer credit sales must file notification and pay the annual fee.
- This applies even if contracts are assigned to a third-party lender or finance source.
- Dealers who keep consumer credit sales on their books must also pay a volume fee.
- “Buy Here, Pay Here” dealers must pay the volume fee in addition to filing notification and paying the annual fee.
Common exemption
Iowa Code exempts banks, savings and loan associations, credit unions, and regulated loan companies from these requirements because they already contribute to ICCC enforcement through examination fees.
Creditors are encouraged to consult private counsel, as necessary, to determine their obligations.
Choose a filing method
Creditors and assignees may file online or use a PDF form option. Online payment currently requires ACH auto-debit and does not allow payment by credit card.

Complete the notification form online and pay the annual $50 notification fee and any applicable volume fees through the website.
Payment notice: Online payment requires bank account information for ACH auto-debit. A $1.00 convenience fee applies.
Printable Form
Print the form, complete it by hand, and mail it with a check made payable to Iowa Consumer Credit Administration Fund.

Calculating volume fees
All creditors and assignees required to file notification must pay an annual fee of $50. Creditors and assignees who own the paper for consumer credit transactions must also pay a volume fee based on the average unpaid balance of all consumer credit transactions.
To determine the volume fee owed, calculate the average unpaid balance from all consumer credit transactions held on the last day of each calendar month over the preceding calendar year. The rate is $10 for each $100,000 of the average monthly amount, and $10 for every additional portion greater than $10,000 but less than $100,000.

What happens after notification is filed?
Creditors and assignees who file notification with the Office of the Attorney General will not receive a confirmation, notice, or hard copy license.
Approved notifications will be processed and can be viewed online approximately 20 business days after receipt. Some users may need to refresh their browser for the most updated version of the document.
View Registered EntitiesA notification will be rejected if the company’s principal office is located outside Iowa and an Iowa Registered Agent is not listed on the registration form. The registered agent must be located in Iowa and must not be the Iowa Secretary of State.
Iowa Code 537.6202(1)(f)Creditors and assignees should notify the Attorney General in writing of any changes to company contact information. Updates should include the company name, the previous incorrect information, and the updated current information.
There is no fee associated with these changes.
Email Registration StaffReminders will be sent via the email on file in December. Failure to receive reminders will not exempt a late filing from the $75 late fee.
